Why it matters
- The Police Amendment Act, 2022 is the statutory scaffolding for Alberta's changes to police governance, oversight, and service structure over the past three years.
- Phased proclamation means the substantive effect unfolds in stages — each tranche activates different operational powers, making the cumulative change easy to miss.
- The pattern of phased activation culminates in the 2026 Public Safety and Emergency Services Statutes Amendment Act (Bill 15), which uses these powers to stand up the Alberta Sheriffs Police Service.
Other governance concerns
- Provincial assertion of broader police-governance authority, layered in over multiple years.
- Staged proclamation makes it hard to see the overall policy direction without tracking every OIC.
- Related: Bill 15 (2026) Public Safety and Emergency Services Statutes Amendment Act operationalises these powers into the Alberta Sheriffs Police Service.
