Bill 55 — Dissolution of Regional Health Authorities and Transfer of Health Governance

This bill dissolves regional health authorities, transferring their responsibilities, assets, and liabilities to provincial health agencies, provincial health corporations, and the Minister, centralizing health governance in Alberta.

What changed

  • The Provincial Health Agencies Act is amended to repeal Divisions 1 and 2 of Part 3, which established and governed regional health authorities and their winding up (Section 45(17)).
  • Definitions of 'regional health authority' are removed or updated across numerous statutes, including the Alberta Health Act, Access to Information Act, Health Information Act, and Public Health Act (e.g., Sections 1, 3, 22, 25, 47).
  • Responsibilities for delivering and coordinating health services, previously held by regional health authorities, are transferred to 'provincial health agencies' and 'provincial health corporations' (Section 3(4), 45(4)).
  • Transitional provisions are enacted to manage the transfer of powers, duties, assets, liabilities, and agreements from regional health authorities to designated successors (Section 45(16), Section 47(35)-(42)).

Why it matters

  • This represents a fundamental restructuring of Alberta's health care system, moving away from a regional governance model.
  • Decision-making authority for health service delivery, planning, and resource allocation is centralized at the provincial level under new entities and direct ministerial oversight.
  • The change could impact local input and responsiveness in health care planning and delivery, as regional bodies with local representation are eliminated.
  • The transfer of assets and liabilities has significant financial and operational implications for the provincial government and the new health entities.

Other governance concerns

  • Reduced local input in health planning
  • Centralized control over health services
