Bill 50 — Provincial Control over Municipal Codes of Conduct
This bill prohibits municipal councils from establishing their own codes of conduct for councillors and committee members, repealing existing local codes and centralizing control over ethics compliance.
What changed
- Municipal councils are prohibited from making bylaws or resolutions that address the behaviour or conduct of councillors or members of council committees (Section 2(2)(9)).
- Any existing municipal bylaws or resolutions providing for a code of conduct for councillors or committee members are repealed upon the coming into force of this subsection (Section 2(2)(10)).
- Part 5, Division 1.1 of the Municipal Government Act, which previously required councils to establish codes of conduct, is repealed (Section 2(3)).
- Existing complaints and sanctions under previous codes of conduct are terminated (Section 2(31), (32)).
