Bill 21 — Centralization of Forest and Prairie Fire Control
Amends the Forest and Prairie Protection Act to expand ministerial authority over local fire control, allowing the Minister to intervene, direct, or assume control of municipal fire fighting efforts.
What changed
- Expands the Minister's authority to take any action to fight a fire on any land, including municipal or Metis settlement areas, if considered in the public interest or requested by the local authority (FPPA, s. 9(1)).
- Empowers the Minister to require municipalities to follow ministerial directions, turn over control of fire fighting efforts, or place municipal firefighters and equipment under ministerial control (FPPA, s. 9(1.1)).
- Requires municipalities to report to the Minister information about fires and fire control activities (FPPA, s. 7.1).
- Exempts the Minister and authorized persons from requiring permits, licences, or approvals under various environmental and land acts for fire fighting purposes (FPPA, s. 23.2).
- Allows the Minister to cause or authorize demolition or removal of trees, structures, or crops for fire fighting (FPPA, s. 23.1).
