Bill 13 — Real Property Governance Act

Establishes a centralized system for managing and disposing of real property across all Alberta government departments and consolidated entities, shifting authority to the Minister of Infrastructure.

What changed

  • Created a central inventory system for all real property owned or leased by Alberta government departments and consolidated entities (s. 5).
  • Mandated all departments and consolidated entities to provide and maintain real property inventory information according to the Minister of Infrastructure's directions (s. 6).
  • Required departments and consolidated entities to offer surplus real property to the Department of Infrastructure at net book value before any sale or transfer to other parties (s. 7).
  • Prohibited departments and consolidated entities from selling or disposing of surplus real property without prior notification to the Minister and, if applicable, the Minister's decision not to acquire it (s. 7(5)).
  • Implemented transitional provisions preventing consolidated entities from entering into agreements to dispose of surplus real property without the responsible Minister's approval, effective from first reading (s. 11).
