Bill 11 — Ministerial Authority over Physician Participation and Non-Plan Services

This bill introduces new categories for physician participation in the health plan and grants the Minister significant new powers to regulate the provision of non-Plan and insured health services by certain physicians.

What changed

  • Replaces the 'opt out of the Plan' framework for dentists and physicians with new categories: 'flexibly participating physician' and 'non-participating physician/dentist'.
  • Removes previous requirements for dentists and physicians to publish and post notices when electing non-participation, requiring only written notification to the Minister.
