Bill 11 — Ministerial Authority over Physician Participation and Non-Plan Services
This bill introduces new categories for physician participation in the health plan and grants the Minister significant new powers to regulate the provision of non-Plan and insured health services by certain physicians.

What changed
- Replaces the 'opt out of the Plan' framework for dentists and physicians with new categories: 'flexibly participating physician' and 'non-participating physician/dentist'.
- Removes previous requirements for dentists and physicians to publish and post notices when electing non-participation, requiring only written notification to the Minister.
- Grants the Minister authority to issue orders restricting types of non-Plan services, establishing conditions for providing services, or prohibiting services in particular areas or specialties (new Section 8.1).
- Requires flexibly participating and non-participating physicians to provide detailed information to patients before delivering non-Plan services (new Section 8.2).
